Verifying Zero Energy State

Before performing any work, always confirm that hazardous energy has been fully isolated — don’t assume equipment is de-energized.

Why It Matters:

According to OSHA 1910.147(d)(6), after lockout/tagout has been applied, the system must be tested to verify a true zero energy state. Failing to verify could result in shock, burns, or crushing injuries if residual energy remains.

Key Points:

  • Test controls (start buttons, switches) to ensure equipment does not activate.
  • Use appropriate testing devices (voltage meters, pressure gauges) to confirm all energy sources are at zero.
  • Bleed off residual energy such as stored hydraulic or pneumatic pressure.
  • Wear proper PPE when verifying, in case energy is unexpectedly released.
  • Document and communicate verification as part of your LOTO procedure.
