Steps for Proper Electrical Lockout/Tagout (LOTO)

A proper LOTO procedure isn’t just locking a switch — it’s a step-by-step safety system required by OSHA 1910.333(b) and 1926.417.
Following the correct sequence protects workers from unexpected energization or release of electrical energy.

Why It Matters:
Skipping a step can be fatal. Whether servicing a breaker panel, lighting circuit, or temporary power supply, each LOTO action must be deliberate and by the book. Crews working with energized systems have died due to assumptions, miscommunication, or incomplete shutdowns.

Key Points:

  1. Identify all energy sources connected to the system — not just the obvious ones.
  2. Notify all affected personnel that equipment will be shut down.
  3. Shut off power using standard operating controls (e.g., disconnect switch, breaker).
  4. Isolate the system using appropriate lockout devices on all energy-isolating means.
  5. Apply locks and tags, including worker names and contact numbers.
  6. Release any stored energy (capacitors, battery backups, etc.) to zero energy state.
  7. Test for absence of voltage using a properly rated tester — verify on a known live source first.
  8. Verify zero energy before beginning any work.
  9. Keep the area locked/tagged until the work is 100% complete and safe to restore.
  10. Remove locks/tags in the reverse order only by the person who installed them.
